Beaten-down clean energy stocks have rallied this week. The iShares Global Clean Energy exchange-traded fund, which tracks sectors from renewable electricity to semiconductors to solar energy, has gained roughly 3%. Plug Power shares have climbed 33%, Enphase Energy shares have gained 8% and NextEra Energy shares have added 4%. Some investors warn that though the tariffs could continue boosting clean energy stocks, the recent rally isn’t driven by just improving fundamentals. The White House decided to delay by two years tariffs on graphite, a key metal in EV lithium-ion batteries that helps them store energy. But a senior Biden administration official said during a call with reporters that some tariffs would kick in in 2026 to allow battery supply chains to transition. However, those batteries can still source graphite from China until at least 2027 under the Biden administration's policy. Beyond graphite, other tariffs that Biden slapped on China's green tech are mostly symbolic. But steeper taxes on batteries this year could affect US automakers such as Ford and Tesla, which import from China.

Washington CNN —A pair of recent ransomware attacks crippled computer systems at two major American health care firms, disrupting patient care and exposing fundamental weaknesses in the US health care system’s defenses against hackers. Health care lags other industries such as big financial institutions and energy providers when it comes to IT security, according to some experts. The two ransomware attacks hit different nerves of the health care system. Momentum is also growing on Capitol Hill to force health care organizations to meet basic cybersecurity standards. More broadly, the Justice Department last week announced a task force to examine “health care monopolies and collusion” that will guide the department’s approach to “civil and criminal enforcement in health care markets,” where warranted.

Russia has spread disinformation about Zelensky since before the war started but recent intelligence shows “it’s definitely increasing,” the official said. The administration has also imposed sanctions against individuals and entities connected with Russian disinformation. CNN —Senior Biden administration officials on Tuesday pressed the CEO of health care giant UnitedHealth Group and other health care firms to do more to get vital payments flowing to health care providers three weeks after a cyberattack crippled those payment systems, sources familiar with the meeting told CNN. The meeting featured Health and Human Services Secretary Xavier Becerra, senior White House officials, and Andrew Witty, the CEO of UnitedHealth Group, whose subsidiary Change Healthcare was hit by a cyberattack last month, the sources said. The ransomware attack prevented some insurance payments on prescription drugs from processing, leaving many care providers footing the bill up front and hoping to get reimbursed. Some health care providers have lost more than $100 million per day because of the outage, one industry analyst previously told CNN. But the financial wreckage caused by the cyberattack will take a lot longer to clean up, health providers and analysts say.

CNN —Israel is not sending a delegation to Cairo for talks on a deal for a ceasefire and release of hostages from Gaza, an Israeli official told CNN Sunday. A Hamas delegation arrived in Cairo on Sunday, for the talks that are hoped to bring a halt to the fighting. The decision not to send an Israeli delegation was made by Prime Minister Benjamin Netanyahu in coordination with Mossad director David Barnea – who has been a key Israeli negotiator – after Barnea received a message that Hamas had not responded to the conditions, the Israeli official said. A high-ranking Hamas official did not immediately respond to a CNN question about whether the militant group had responded to Israel’s conditions. On Sunday a Hamas source said there were at least three sticking points remaining before the group would agree to a deal.
